United forum for RTI campaign-AP has organised a conference on issues faced by RTI Applicants in Sarada Library hall, Anakapalle.

Speaking on the occasion Chief guest Sandeep Pandey(Social activist and Ramon Megasasy Awardee)-I express my concern over the state of affairs in the RTI Act implementation in the state of AP. I wish to remind all, that combined AP used to be a pioneering state in RTI Act implementation in the country. AP has leaded the RTI movement on several fronts including investing a lot on building the awareness among people and involving civil society groups in the implementation. But the current scenario looks disheartening and the RTI implementation is limping in the state with AP information commission not being constituted for long time. I question the wisdom of non appointment of chief information commissioner even after a year of setting up information commission and that constitutes to non appointment of information commission at all. In this meeting several applicants and activists complained about attacks and threats and that is very disturbing. The state government should take cognisance of them and take immediate action against officials and others involved. It is very clear that both the state and central governments are hell bent to destroy the act and the only way it can be saved is by collectively building a RTI movement.

 Greater participation of women in the RTI movement in the state is necessary and I appeal to civil society groups to make conscious efforts to bring in more women activists in to the RTI fold. RTI is fundamental to democracy and dilution of the act would lead to dictatorship. RTI Applications should be filed to fix systemic issues and help the poor and underprivileged, rather than using them for personal gains.

The appeals and complaints filed with the joint information commission post state bifurcation are still pending and whereabouts of them are unknown. It is also a shame that the appointment of information commissioners is happening in a non transparent way. The activists should take up the mantle of regular monitoring of RTI implementation by utilising provisions of the RTI act. The RTI Activists should learn from the people’s movements on how to use RTI Act provisions for securing the rights of people. The implementation of section 4 of voluntary act which stipultes voluntary disclosure of information is in peril.

I appeal to all the RTI activists and applicants to join national movement to save RTI act called “Use RTI-Demand accountability” initiated by National campaign for people’s right to information.”

UFRTI Campaign announced the Visakhapatnam district committee which will be in office for the coming 2 years. Rajana Bujjibabu (Munagapaka) took charge as District convenor where as BVV Styanarayna and S.Ramu took oath as Co convenors.

The 10 mandals in the district found place in the district committee.

ప్రజాస్వామ్యానికి వెన్నుముక్క గా నిలిచే ఆర్టీఐ విస్తృత వ్యాప్తి కి కార్యకర్తలు కృషి చేయాలని రామన్ మెగసేసే పురస్కార గ్రహీత సందీప్ పాండే అన్నారు. ఆదివారం స్థానిక శారదా గ్రంధాలయంలో యునైటెడ్ ఫోరం ఫర్ RTI కాంపెయిన్ (యూ ఎఫ్ ఆర్ టి ఐ) వారు నిర్వహించిన సహ చట్టం  పై సదస్సు లో ఆయన ముఖ్య అతిథి గా పాల్గొని ప్రసంగించారు..ఎంత ఎక్కువ గా ప్రజలు సహ చట్టాన్ని విరివిగా వ్యాప్తి చేస్తారో అప్పుడే ప్రభుత్వాలు స్వయంగా సమాచారాన్ని అందియించే విధానానికి శ్రీకారం చుడుతుందని అన్నారు.
ఒకప్పుడు సహ చట్టం అమలులో దేశంలోనే అగ్రస్థానంలో నిలిచిన ఆంధ్ర ప్రదేశ్ రాష్ట్రం ఇపుడు అధ్వాన్న స్థితికి చేరుకోవడం ఆందోళన కలిగించే అంశమని అన్నారు. ఇక సహ చట్ట కార్యకర్తలపై జరుగున్న దాడులు, బెదిరింపులు ఆందోళన కలిగించే స్థాయిలో జరుగుతున్నాయని వీటిపై ప్రభుత్వాలు నిమ్మకునీరెత్తినట్లు వ్యవహరించడం దారుణమని విమర్శించారు. సమాచార కమీషనర్ల నియామకాలు రాజకీయ ప్రమేయంతో జరగడం చట్టం అమలుకు మంచిది కాదని అన్నారు.ఇటీవల కేంద్ర ప్రభుత్వం తీసుకు వచ్చిన సహ చట్టం సవరణలు చట్టాన్ని బలహీనపరచడానికి జరుగుతున్నా ప్రయత్నాలుగా ఆయన వర్ణించారు.
విశ్రాంత ఐ ఏ ఎస్ అధికారి ఈ ఏ ఎస్ శర్మ మాట్లాడుతూ ఉద్యమ స్ఫూర్తి తో కార్యకర్తలు పని చేయాలని, మహిళలు ఎక్కువ సంఖ్య లో దరఖాస్తుదారులైతేనే చట్టం మరింత ముందుకు పోతుందని అన్నారు. సహ చట్టం కార్యకర్తలు, వ్యక్తిగత సమస్యలపై కాకుండా ప్రజా సమస్యలపై సహ చట్టం దరఖాస్తులు ఎక్కుపెట్టాలని అన్నారు.
యూ ఎఫ్ ఆర్ టి ఐ రాష్ట్ర కో కన్వీనర్  చక్రధర్ బుద్ధ మాట్లాడుతూ ఉమ్మడి కమీషన్ దగ్గర ఫైల్ చేసిన అప్పీళ్ళు, ఫిర్యాదుల పరిస్థితి తెలియక దరఖాస్తుదారులు అయోమయ స్థితిలో ఉన్నారని, వీటిని పరిష్కరించడానికి ప్రభుత్వం సత్వరమే చర్యలు తీసుకోవాలని డిమాండ్ చేసారు.
సహ చట్టం కు సంబంధించి ఎలాంటి అనుమానాలు ఉన్నా యూ ఎఫ్ ఆర్ టి ఐ వారు నెలకొల్పిన హెల్ప్ లైన్ ను వినియోగించుకోవచ్చు అని ఆయన తెలిపారు.
సమావేశం అనంతరం యూ ఎఫ్ ఆర్ టి ఐ జిల్లా కార్యవర్గం ప్రకటించారు. జిల్లా కన్వీనర్ గా రాజాన బుజ్జిబాబు ఎన్నికకాగా, కో కన్వీనర్లుగా BVV సత్యనారాయణ, సూరిసెట్టి రాము ఎన్నిక అయ్యారు. 12 మంది సబ్యులతో జిల్లా కార్యవర్గం ఏర్పడింది. వీరు 2 సంవత్సరాల పాటు పదవిలో ఉంటారు. S. రాయవరం మండలానికి చెందిన సీనియర్ సహ కార్యకర్త గణపతిరాజు యూ ఎఫ్ ఆర్ టి ఐ కి ప్రధాన సలహాదారునిగా వ్యవహరిస్తారు.
కార్యక్రమంలో జిల్లాలో వివిధ మండలాలకు చెందిన సహ చట్టం కార్యకర్తలు, దరఖాస్తుదారులు పాల్గొన్నారు.

United forum for RTI Campaign organised a conference on “RTI Act- Opportunities and Challenges” in Andhra Pradesh Human Resource Development Institute (APHRDI) on 5th September 2019. Speaking on the occasion chief guest, noted RTI Activist and Ramon Magasasy awardee Dr. Sandeep Pandey, said “Right to information act” has changed the citizen’s experience with the government for the better”.  
He described in detail, various attempts by different governments in the past to dilute the RTI Act and how they are thwarted by the civil society groups. He condemned the perception among the officials that RTI applicants are black mailers. He expressed his disappointment over the falling standards in RTI implementation in AP which was pioneer in RTI Implementation in the country. 
RTI Act created various opportunities to the downtrodden to assert their democratic rights in its 14 year tenure. He appealed to the participants to make use of RTI Act for resolving people’s grievances. The officialdom and the political parties in unison are trying their best to dilute the act.
Sri D.Chakrapani (Director General, APHRDI) who presided over the conference inaugurated the UFRTI-RTI Helpline. RTI applicants, officials can call on 90522 88905 and get their queries around their RTI queries answered. The Helpline is open from 10AM to 6PM.   
He appreciated “United forum for RTI Campaign (UFRTI)” for setting up the RTI Helpline. He appealed to RTI Applicants and the officials to make use of RTI Helpline and take the cause forward. 
The conference has been attended by RTI Activists and APHRDI trainees.
B.Ramakrishna Raju (Founder member, UFRTI) expressed his grief over increasing cases of attacks on RTI activists and even deaths. He appealed to the government to take measures to protect RTI activists from attacks.
Chakradhar Buddha (Co-Convenor, UFRTI) talked about an initiative called Jansoochna Portal in Rajasthan where the voluntary disclosure of information under RTI Act has been redefined from the perspective of downtrodden people’s information needs.
Prof Sai Babu, Srinivas Goud from UFRTI also spoke.

United forum for RTI Campaign is organising a conference on “RTI Act- Opportunities and Challenges” in Andhra Pradesh Human Resource Development Institute(APHRDI) on 5th September 2019.
The conference will be inaugurated by Sri D.Chakrapani (Director General, APHRDI) and noted social activist and Ramon magasasy awardee Dr.Sandeep Pandey will attend as Chief Guest. Mr Pandey will address the RTI Activists and trainees on how RTI Act created various opportunities to the downtrodden to assert their democratic rights and also on the challenges faced by the act in its 14 year tenure.
Sri B.Ramakrishna Raju(National alliance of people’s movements, Founder member, UFRTI) will speak on how the RTI Act implementation has changed over period of time.
Chakradhar Buddha (Co-Convenor, UFRTI) will talk about an initiative called Jansoochna Portal experiment in Rajasthan where the voluntary disclosure of information under RTI Act has been redefined from the perspective of downtrodden people’s information needs.

RTI Helpline:
After the session gets over, RTI Helpline will be inaugurated by Sri D.Chakrapani (Director General, APHRDI). Dr Sandeep Pandey will receive the first call. The helpline will provide responses to people from AP and Telangana on the queries related to RTI Act.
